Health systems do not simply experience workforce shortages; they can also create them. Qualified practitioners are often prevented from using their full capabilities because professional work is embedded across education, regulation, employment and funding. This working paper introduces the Professional Boundary Instantiation framework to explain how these systems restrict who is allowed, employed and funded to do the work.
